Ward 1:
Kevin Butler was first elected in November 2005 and is serving in his second term on Lakewood City Council. He chairs Council’s Rules and Ordinances Committee and serves on its Finance Committee. He has also served as a trustee of the Lakewood Hospital Association. To keep the residents of western Lakewood engaged in local affairs and informed of Council’s legislative efforts, Kevin developed CityMinutes, a popular e-newsletter serving his constituents.

An attorney and owner of his law practice, Kevin assists businesses and individuals in a variety of legal matters focusing on commercial and consumer litigation and real estate.

Kevin and his wife, Catherine, are active in community organizations including the Citizens Committee for a Lakewood Animal Shelter, Inc., a non-profit corporation that, with the city, helps to fund and manage the city’s shelter. Kevin was educated at Cleveland-Marshall College of Law, Miami University and St. Edward High School and represents the fourth generation of Butlers residing in and paying service to the city of Lakewood.

Ward 2:
Tom Bullock represents Lakewood’s Ward 2. He brings to Council more than fifteen years’ experience in community leadership and making government work for people, including practical experience from work with top government leaders in Ohio and Washington, D.C. Bullock worked on Capitol Hill as a congressional aide and gained experience in securing federal budget dollars for local communities.

Bullock is active in the community and was on the ground floor with many groups bringing innovative change to Lakewood, including the Lakewood Observer, the LEAF Community, and BikeLakewood. He is helping residents set up Block Watches and “Good Neighbor Groups” to keep their streets safe, clean, and family-friendly, and he invites anyone interested to call him at (216) 337-1318.

Bullock chairs the Public Safety Committee and serves on the Public Works Committee. He has a B.A. in government from American University in Washington, D.C. and an M.A. in Classics from the University of London.

Michael Summers

Ward 3:
Mike Summers is President and owner of Summers Rubber Company, Cleveland, Ohio. Summers Rubber Company in an industrial distribution company specializing in hose, fittings, and sealing products for the durable goods manufacturing, chemical, and construction markets. Summers Rubber has 60 employees and 8 branch locations.

His professional accomplishments include service as President of the Westside Industrial Retention Network (WIRE-Net), a consortium of manufacturing companies dedicated to preserving industrial jobs on Cleveland’s Westside and President of the National Association of Hose and Accessories Distributors (NAHAD). He served as a Board Member of the Cleveland Growth Association and Co- Chaired its Jobs and Workforce Intitiative. He serves a member of the Board of Directors of First Federal Savings and Loan Association. He was appointed by Governor Taft to serve as Chairman of Ohio’s Workforce Policy Board from 1999 to 2003.. He served eight years on the Lakewood Board of Education, including service as President in 1999 and 2003. He was appointed by the Cuyahoga County Commissioners in 2000 to serve on the County Workforce Investment Board. He chaired the Grow Lakewood Strategy Taskforce( 2005) and the Structural Balance Finance Task Force(2007)and was elected to Lakewood City Council, Ward 3 in November 2007.

Mike Summers is a graduate of Lakewood High School, Class of 1972. He earned an MBA from Northwestern University’s Kellogg School of Management, and a B.A. from Wittenberg University, Springfield, Ohio. He is the recipient of Wittenberg University’s Distinguished Alumni Citation, and was inducted into the Lakewood High School Alumni Hall of Fame.

Mary Louise Madigan

Ward 4:
Mary Louise Madigan represents Ward 4, Lakewood's east end. She is currently serving the last year of her first term. A graduate of Magnificat High School and Cleveland State University, Madigan currently works full time for the Cuyahoga County Office of Health and Human Services, which includes the systems that care for abused and neglected children, seniors and working families. She works evenings, weekends and some lunch hours responding to numerous constituent requests and inquiries ranging from economic development to animal control. Ms. Madigan's focus at City Hall this year is to work with the Administration to promote business and development in the east end and work with interested neighborhoods to form and maintain Block Watch groups. "Lakewood faces huge decisions about services and infrastructure. Our budget is tight, so the Council is working with the Administration to develop a plan to lead Lakewood through the next 5 years." Nickie J. Antonio

At Large:
Nickie J. Antonio was elected to the At-Large seat for Lakewood City Council in November of 2005. She chairs the Health and Human Services Committee, is a member of the Public Works Committee and serves on the Lakewood Hospital Board. She also serves as the Council liaison to the Community Relations Advisory Commission.

Council member Antonio strives to work responsively and collaboratively in the community to improve the health, safety and viability of our city for all its citizens. She is a strong proponent of the arts as an economic catalyst and believes that civic engagement is key to building a strong and safe community.

Antonio holds a Bachelor of Science degree in Education from Cleveland State University and a Master of Public Administration degree from the Maxine Levin College of Urban Affairs at Cleveland State University. A former special education teacher, adjunct professor and non-profit administrator she has served in numerous capacities as an in organizational consultant for non-profit and governmental organizations.

Antonio is the past chair of the American Cancer Society Relay for Life Event and Cuyahoga Democratic Women’s Caucus. She has been active in various civic organizations including membership in the Ohio Women's Leadership Forum, Grow Lakewood Committee, Lakewood Schools Fifty Years Committee, The Beck Center, LHS Athletic Boosters, Lakewood Soccer Association and Women Speak Out for Peace and Justice. She also served as the Chair of the Lakewood Citizens Advisory Committee for three of her four years on the committee. Past advocacy involvement includes the creation of the 2003 "CommUNITY Conversations," dialogue model that fosters neighborhood community building through positive communication and the development of a Women's Peace and Community Conference at Cleveland State University in 2002. In 1996 she served as United States delegate to Japan and the Philippines with the IIE program-ASIA Pacific WINGS. She is a founding member and past Chair of the NorthCoast HIV/AIDS Coalition, past President of the Greater Cleveland Chapter of the National Organization for Women, and former board member of the Domestic Violence Center.

Daughters Ariel and Stacey, both Lakewood High School graduates, have made Nickie and partner, Jean Kosmac very proud as the girls engage in their post-secondary pursuits.

At Large:
Brian Powers was appointed to fill an at-large seat on City Council in January 2008. His main priority on Council will be to help restore structural balance to the City's finances. He has pledged to work collaboratively with all members of Council and the Administration to help solve Lakewood's financial challenges.

Brian previously served as Chair of the City's Planning Commission, Co-Chair of the Campaign for Lakewood's Future, and Chair of the campaign to raise funds to build the new Lakewood Public Library. He has also served on the Board of Directors for Lakewood Hospital, Lakewood Catholic Academy, and the Cleveland Bar Association. He is a volunteer youth baseball coach and an active member of St. Luke's Parish. Brian is a graduate of Bowling Green State University and Harvard Law School. He is currently Managing Partner of Lazorpoint, a business and technology consulting firm serving high-growth companies. Brian and his wife Maureen Smith Powers are very proud of their three daughters: Callie, Grace and Molly.

Monique Smith is a proud resident, homeowner and active member of the vibrant, diverse community that we have in Lakewood. Before being elected to city council as a member At-Large in November 2009, Monique served the community through a variety of volunteer roles. As a member of the Lakewood Citizens Advisory Committee and LakewoodAlive she worked on housing and economic development programs. She has also been involved with the city-wide Block Club program and served on the Lakewood Public Schools reconstruction committee. After graduating from the School for Creative and Performing Arts in Cincinnati, Monique served as an Americorps volunteer in the City Year program and studied Political Science at The Ohio State University. Drawing on her experience with the arts, community service and business, Monique will work to enhance and promote the characteristics that make Lakewood unique and which allow it to thrive such as our arts community, diversity, housing and independently owned businesses.
