  • The second is a 5 ft. variance to the required 10 ft. in order to install the pool 5 ft. from the east property line.

  • The first is a variance for 2 covered spaces and 2 open spaces (not under cover) pursuant to Section 1143.05, Parking Uses and Space Requirements.  Five under cover spaces to the required seven will be constructed and 2 open spaces to the required four will be installed behind the apartment building.

 

  • A second variance of 10% to the required 25% in order to construct a new garage that will cover 35% of the lot pursuant to Section 1123.09 (c), Maximum Lot Coverage Area is requested.
  • A third variance is requested pursuant to Section 1123.10 (b), Additional Accessory Structure Regulations in order to place the new garage with the following set-backs:  6 inches to the required 6 inches to build the garage 0 inches from the east and west property lines and 0 inches from the rear (north) property line.

Update to the Planning Commission Regarding the Recommended Changes to the City’s Parking Code as Presented by Bryce Sylvester, Planning and Development

The Department of Planning and Development has spent several months reviewing the City’s current parking code with the goal of establishing flexible vehicle parking requirements that support the Community’s Vision to provide safe, convenient, and integrated transportation options throughout the city. Bryce Sylvester, City Planner, City of Lakewood, will present recommended changes for consideration by the Planning Commission.

On Wednesday, August 27, 2014 at 6:30pm, Lakewood’s Citizens Advisory Committee (CAC) will hold the second of three Public Hearings prior to submission of the city’s Fiscal Year 2015 (FY15) One Year Action Plan and FY15-FY19 Five-Year Consolidated Plan to the U.S. Department of Housing and Urban Development (HUD). The CAC is comprised of (17) residents, (9) appointed by the Mayor and (8) by City Council. Each year, the CAC reviews funding proposals submitted by municipal departments and not-for-profit agencies then makes recommendations regarding the allocation of federal Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME Investment Partnerships (HOME) resources the city anticipates receiving in 2015. Citizen participation, feedback, and recommendations are encouraged regarding the following topics as well as community needs and activities funded in prior years.

FY15 ANNUAL ACTION PLAN: Lakewood is preparing its FY15 One-Year Action Plan which serves as the city’s annual application to HUD for CDBG and ESG funding. The CAC will meet to finalize its recommendations to City Council regarding the allocation of these resources on Wednesday, August 27, 2014. Once approved, they are incorporated into the Action Plan. FY15 CDBG, ESG, and HOME applications are available for citizen review at the Department of Planning & Development and via the city’s website at http://www.onelakewood.com/Development/CommunityDevelopment/2015Applications.aspx.

COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG): Lakewood anticipates receiving approximately $1,700,000 in FY15 CDBG funds. This is a preliminary estimate; the final amount is subject to change. CDBG may be utilized to address a variety of housing and community development needs including housing rehabilitation, infrastructure improvements, public services, and economic development. The CAC is reviewing eighteen (18) requests for FY15 CDBG funding.

EMERGENCY SOLUTIONS GRANT (ESG): Lakewood anticipates receiving approximately $140,000 in FY15 ESG funds. This is a preliminary estimate; the final amount is subject to change. ESG may be used for a range of activities that prevent homelessness and aid homeless persons. The CAC is reviewing three (3) requests for FY15 ESG funding.

HOME PROGRAM: Lakewood’s Division of Community Development has submitted a proposal requesting continued funding of the city’s HOME Program. HOME funds may be used for a variety of activities that increase affordable home ownership opportunities for low-moderate income households including housing construction/rehabilitation and down payment assistance. The city anticipates receiving $175,000 in FY15 HOME funds through the Cuyahoga County Housing Consortium, which serves as its fiscal agent.

FY15-FY19 FIVE-YEAR CONSOLIDATED PLAN: Lakewood must prepare and submit a Consolidated Plan (Con Plan) to HUD at five year intervals. As the city’s current Con Plan expires in 2014, a new plan covering the period from 2015 to 2019 is being created that identifies the city’s needs, priorities and strategies for developing a viable urban community, providing decent housing, cultivating a suitable living environment, and expanding economic opportunities, principally low-moderate income persons. A copy of Lakewood’s FY10-FY14 Con Plan is available in the city’s Department of Planning & Development, Lakewood City Hall, 12650 Detroit Avenue, Basement Level.

The CAC’s third and final FY15 Public Hearing, for the purpose of discussing and soliciting public comments regarding Lakewood’s FY15-FY19 Consolidated Plan, is scheduled for Monday, October 27, 2014 at 6:30PM in Lakewood City Hall Auditorium. Notice Regarding 2014 Special Event Permit Applications

Pursuant to Ord. 29-13 and Section 557.04 of the Lakewood Codified Ordinances, I hereby give notice to all parties interested in applying for a 2014 special event permit that applications for such permits must be submitted no fewer than 90 days prior to the date of the proposed event.

Special events ordinarily include road races and events requiring the closure of city streets to traffic (excluding block parties and city-sponsored events). The special event permit application form with instructions may be found here.
