Discuss plans to expand bicycle parking in Lakewood. Specifically, the goal of the hearing is to convene a discussion around three questions:

1. Can the City of Lakewood install additional curbside bike parking in Lakewood in 2010 and 2011?
   
   
2. Can the City require the provision of bike parking for new and expanded developments and for changes in use requiring additional parking?
   
   
3. Can Lakewood pursue federal or state funding to pay for bike parking?

The Board of Zoning Appeals meetings scheduled for Thursday, March 18, 2010 have been cancelled, as there are no docket items for discussion.

The Public Works Committee will meet Monday, March 15, 2010 at 7:20 PM in the Jury Room of Lakewood City Hall, 12650 Detroit Avenue. The agenda is as follows:

1. Communication from Planning & Development Director Kelly regarding $50,000 Awarded to Lakewood for Planning Madison Avenue Update to Ordinance 81-09A Contracting Authority.

ORDINANCE NO.  81-09A - AN ORDINANCE to take effect immediately provided it receives the affirmative vote of at least five (5) members elected to Council otherwise, it shall take effect and be in force after the earliest period allowed by law amending Ordinance 81-09, adopted December 21, 2009 for the purpose of adding the Madison Ave. TLCI Planning Grant, authorizing the Mayor (Director of Public Safety), the Director of Public Works, the Director of Law, the Director of Finance, and/or the Purchasing Manager to enter into service contracts in accordance with the Administrative Code of the City of Lakewood for the Division of Planning & Development in accordance with the Administrative Code of the City of Lakewood, contracts not to exceed the specified amounts shown without separate resolution of Council. 3. RESOLUTION NO. 8403-10 - AN EMERGENCY RESOLUTION authorizing the Mayor to enter into an agreement with the Northeast Ohio Area Coordinating Agency (NOACA) to accept and expend funds in the amount of $50,000 for the Transportation for Livable Communities Program for Madison Avenue. HEALTH AND HUMAN SERVICES COMMITTEE

The Lakewood Department of Planning and Development has completed a draft of the fiscal year 2009 Consolidated Annual Performance and Evaluation Report (CAPER) for the Community Development Block Grant (CDBG) and Emergency Shelter Grant (ESG) funding that the City receives annually from the U.S. Department of Housing and Urban Development (HUD).

The CAPER document summarizes the accomplishments and expenditures of each community development activity funded by the City of Lakewood’s CDBG and ESG allocations for the period beginning January 1, 2009 and ending December 31, 2009.

A copy of the CAPER document will be available for public review during a 15-day period beginning Friday March 12, 2010 at the Department of Planning and Development, Lakewood City Hall, 12650 Detroit Ave. and in PDF form online at:

The Audit Committee was established by Ordinance 93-07, adopted December 3, 2007.  “…. to provide independent review and oversight of the City's financial reporting processes, internal controls, and the independent auditor comments.  The Committee shall review financial statements, independent auditor reports and follow up on corrective actions; review the City of Lakewood's comprehensive framework of internal controls; assess the performance of the independent auditor; provide an independent forum to report findings of management fraud, abuse or control override to the independent auditor…”.
